Go to Dragonfang Ice Plain with the Magic Phantom Pearl (Rdb) and search for Fuling.
She is located at the intersection of the road between Dragonfang Ice Plain and Snow Mountain Logging Area with the road from Dragonfang Valley.
Fear not! You do not have to fight her (at least not yet) just talk to her. She seems to be willing to help you destroy the Pearl.
