You must be at least Level 40 to open or receive this quest. See Elyos 40 for more quests that can be started at this same level.

You are asked to travel to Theobomos to find out why the agent at Meniherk Excavation Camp has not been sending in her reports.
Turns out that it is as simple as a pay dispute. Shugos are profit-driven, even when volunteering, and she wants a raise.
