Of course, the Thief Boss (Rdb) cannot be "Followed" but if you kill the other thieves he will eventually come out.
Go to the bottom of the ravine ( 60, 67 ) where the old fallen tree is and a young tree. Kill everything there and he will spawn pretty fast. When he is defeated he will respawn as an NPC, the Bandit Leader (Rdb).
