You must be at least Level 30 to open or receive this quest. See Elyos 30 for more quests that can be started at this same level.
† All quests reward XP but NCSoft is fond of changing the amounts frequently, to the point that it is simply not wise to try to track the exact amount in a wiki.
Quest Notes
The first Engraved Stone Tablet is just down the hill, west of the tower, in the ruins up the steps that you were shown in the cutscene when you talked to Ibelia.
If you never got around to finishing the Verteron Campaign quests, you are about to because you must have Spatalos' Letter of Recommendation to complete Secret Library Access.
The Stone Plate from Ruins of Roah will be found behind one of the Disturbed Residents in Ruins of Roah. Look in the cubicles and you can see the tablet behind the mob. You need to kill the mob to get the tablet.
