You must be at least Level 50 to receive this quest.
Use the Staff of Amiya (Rdb) on Artemi (52 Elite Double-action Hornet) in the abandoned ruins next to Tiktaalik Village (near the coast between Ayat Clan and Ayal Clan) to get a Repentance Fragment (Rdb)You must get Artemi to 50% or less to weaken him before the Staff will be effective.
Recommended Group Size: 3
This can be solo'd by a 53/46 Druid/Scout but you have to pour on the heals early while the DOTs bring him down to 50, then use the Staff.
