The Epic Soulstones are sold by the Planar Goods vendor in your home city for 50 Inscribed Sourcestone and 5000 Planarite. You will only see Soulstones that are appropriate for your Calling. Some of the Soulstones seem to be usable by any soul within that Calling, while most are specific to a single Soul.
