If you have not completed the Verteron Campaign series, ending with Sealing the Abyss Gate, Spatalos will not give you his recommendation.

Asmodians

If you have not completed the Altgard Campaign series, ending with Crushing the Conspiracy, Suthran will not give you his recommendation.
