You must be at least Level 34 to receive this quest.
Apparently there is a Secret Dictionary (Rdb) held by Ralpher Dark Moon (Rdb) (Elite), a priest of the Dark Moon Tribe at 63.4, 71.5 but you are gonna need some friends. You will have to kill him to get it.
Enter Snowhorn and turn left at the second rising road.
