You must be at least Level 50 to receive this quest.
Between Mudpond Village and Boulderwind Village you see to {Reaver}}s (51) threatening a Goblin named Gubuth. Being the nice guy you are, you decide to save him. He is very grateful but he is hurt and worried because he has a job to do and cannot do it.You need to talk to him some more to understand his situation, then he asks you to deliver the Springwater Potion ([http://www.runesdatabase.com/search?q=Springwater%20Potion Rdb) to Dallas at the guard campsite above Fishmouth Bay.
