You must be at least Level 49 to receive this quest.
A moment later a villager, Onas Sil (Rdb), runs up, yelling for help. Follow him as he runs out the southeast gate and across the wetlands to 60.5, 54.7 where Tanad Laya (Rdb) is facing an Ayat Hunter (Rdb). Save him! Then, return to Loley Yingli.
