If you talk to the prisoner first, Midese will tell you to get some tools, then talk to him and he will restrain the prisoner.

So, use Yashina's Collection (in the tent) several times to get the items below:

Now, talk to Midese and tell him "OK. Let's begin".

You will not actually need to torture him, as he sees the tools and knows you mean business and writes out the confession as fast as he can babble.
