The entrance to this dungeon is inside the Foxtrack Cave on the western edge of the Sea of Snow. Click on the Refuge Totem Pole to enter.
You can also enter this zone by talking to Bila Aido at 46.3, 20.3 by the Snoop Portal in Harf trading Post.
