Phineas Fireforge (WAR History and Lore)
Interact with the Rusty Scrollcase lying on the ground behind a wall at approximately 4k/28.7k to trigger this unlock.
The case is very small and because it is also half-hidden in the ground, might be hard to see. If you drop down from the Cauldron PQ, it should be at the base of the wall on your right side.
