This Mob is in Pandaemonium, within Vifrost Bridge.

Ninis hands out the Fortune Telling quests (equiv to the series from Flora in Sanctum). Each rewards charms that are like Lodas Amulets but only work for characters below a certain level and cannot be used yourself. These are for helping your guildmates or alts.

You must be at least Level 35 to get her first quest.
