Talk with Ninis in Pandaemonium at Elyos Square once you have reached at least Level 40. Description Level 40 [Growth] Ninis's Second Charm Talk to Maochinicherk in Market Street. Bring the Blue Aether Powder and Kinah to Ninis. Blue Aether Powder (PW/AA) 50,000  Basic Reward XP † Ninis's Blue Charm (5) (PW/AA)

Quest Notes

This is almost the same as the first Charm quest, but the Charms are usable by character level 30 and below.

Blue Aether Powder (PW/AA) can be purchased from (mob name needed!) in (place name needed!) for 500 .

You can give them to lower-level legionmates to help them catch up, or use them yourself on an alt.
