Land of the Dead Public Quests (WAR)
Land of the Dead has a kind of gated progression. You start by doing PQs in order to unlock Gylph in your Tome of Knoweldge. Each of the 4 lairs requires a certain combination of Gylph to get through the entrance. Presumably, completing each of the Lairs will allow you to progress into the Tomb of the Vulture Lord Dungeon. South side PQs are near the Order Warcamp, whereas North side PQs are near the Destruction Warcamp. However, both Realms can complete PQs on any side.
