Talk with Flora in Sanctum at Elyos Square once you have reached at least Level 45.
Description
Level 45 [Growth] Flora's Third Charm
  1. Talk with Erdos.
  2. Bring Red Aether Powder (PW/AA) and 70,000 Kinah to Flora.

You must be at least Level 45 to open or receive this quest. See Elyos 45 for more quests that can be started at this same level.

Quest Notes

This is almost the same as the first and second Charm quests, but the Charms are usable by character level 40 and below.

You can give them to lower-level legionmates to help them catch up, or use them yourself on an alt.
