To Start: Speak to Kelpy in Seaside.
Kelpy says,"How am I supposed to sell this house? No one wants to live at the beach if the beach is covered in litter!

See how much litter you can pick up, and I'll make it worth your while. "

This is an Errand quest. This quest is repeatable. Membership is required to begin this quest.

The trash piles are directly below the house, on the beach to the south. I saw at least 6 piles, so you should have no trouble finding them.

This quest was bugged, but was fixed in the maintenance patch 5/28/2009 and can now be completed.
