Eye of the Beholder (WAR History and Lore)
On the Destruction side of the map, inside the Village Vermin Public Quest around 32k/23k there is a barrel of Stirland Red at the bottom of a building's staircase, on the west side of the bridge.
Interacting with the barrel will grant you the unlock, but use caution as the Verminkin Night Runners and Verminkin Night Hunters in the area patrol around very quickly and it is easy to get lots of aggro very quickly.
