According to this post on the official forums by Carmaine, here is the low-down on the proc chances to get a product result that is a quality grade higher than the recipe is for, when crafting weapons:
- Common to Superior: 20%
- Superior to Heroic: 4%
- Heroic to Fabled: 0.008%
