Kill Collectors are Quest NPCs but they do not give you the quest up front. Rather, you go out and kill things and if your interests in victims coincide with their own, they will reward your bloodthirstiness. Every Chapter Camp has a Kill Collector.

When you turn in kills to a collector you gain Influence with that collector. Max Influence usually takes roughly 60 kills and will often reward a tome unlock of some kind.
