Talk with Zelaka in Eltnen at Eltnen Fortress once you have reached at least Level 19.
Description
Level 21 An Elim Out of Water
  1. Give Zelaka's message to Virdi in the Putrid Swamp.
  2. Give Zelaka's and Virdi's messages to Alrunta in Verteron.
