A People Divided (WAR History and Lore)
You can trigger this proximity unlock by approaching the Elven statue overlooking the sea around 3k/28k on the Destruction side of the map. For easier access to the statue, use the path that allows you to cross the inlet which begins at 15k/31k, just north of the Sea Cavern. This will save you a lot of hassle trying to go around it.
