I needed the combine smithy hammer and I ran to him once, he did not like my agnostic DE wizard. I used my bazaar vah shir kitten to go there I saved time by evacuating her with my wizard once on zone-in to Twilight Sea,and once inside Katta to save on the big run around. The map link was super helpful!
since I had a really hard time findng this guy even with the /loc post above. /loc does nuthing for zones with multi lvls. when you zone in go to the upper lvl. Go right and keep going till you get to the west side. look east and hes in that building. It will be building number 5 on this map http://www.eqatlas.com/luclin/kattacastellummap.html
