Hes a Highelf caster. He is in the same buliding that katta is in, but on the First Floor. Castle is Near Tenebrous Mnts. Zone.

FYI, if your just after arx key, dubious faction will work for turn in, this mob's faction is Concillium Universus .
The best way to raise this faction is by killing seru "heart" mobs. "Heart" mobs are in the one of the four buildings in the middle of Sanctus Seru. Find a mob with the word "heart" in it's name, and all the mobs in that building will yeild the faction you require.
They are fairly simple kills and you get 10-30 plat a kill. beware the ones from the upper floor, they are much harder.
It took me roughly 100 kills to go from mid scowl's, to dubious.
