Something intresting about this guy when i was hailing and going through his text i missed typed jaggedpine
I typed "haggedpine" and he gave me this message:

I have never seen a mob by name of saxuus anyone else ?

Well, maybe he's not a bad guy, but he's killed my char twice now... while just traveling down the road from Qeynos. I don't know what his agenda is, but I see that 'What a nice day for a walk' and I cringe now.

Ok here's the thing..
Many many times, while going through qhills with a necro, I have heard this mob say "Nice day for a walk, isn't it?". I look around and can't see him anywhere. Is he invisible? What's the story with this guy?

You didn't really hear him. If you look closely, there's a typo. When someone says something, there's a comma after 'says' but not on this. It's just some zone text.
Anyway, it seems to be left over from when Jaggedpine was opened (which is what he talks about). I'm guessing the zone text would make people look for him and start the dialogue about how to enter the zone.

I have no clue what is up with this guy, I am gonna kill him on principle, I am camping Hadden and this punk just won't shut up about going for a walk. I'll give him a walk...lol

He is not invisible. You can approach him and hail him. However, his voice can be heard from a great distance and he almost always runs, so he is most likely several hills away by the time you turn to look for him after hearing his greeting.
He was introduced after Jagged Pine zone was added to the game. I talked to him yesterday and it appears that he is only added to the game to give out directions to Jagged Pine. He brings the "big news" that the border between JP and SFG has been opened.

Ditto. Finally killed him, since I was somehow convinced he was a bad guy.

I've never seen this guy (and i've been in Qhills alot). Where does he spawn?

I'm not exactly sure where he spawns, but I've passed him several times. He is always running along the path between Surefall Glade and the Qeynos zone line.

Blue to me at 31, but he has all of the neat druid spells - including lots of buffs, damage shield (he still has them after five cancel magics), DD that do from 50 to 175 damage, stinging swarm, grasping root... In short, I can't kill him. :-)
