This guy doesn't like me and I need to raise faction with him to get this quest. Can someone post his opposing faction?

When you hail him, he says "Could I ask a favor of you". You say yes, and he says, "Oh, um, never mind, I think I'll just do it myself." Whadda? Does he only say this to lower level characters or what?
