How long does he take to respawn? I'm trying to do a quest and somebody done kilt him. The podium be bare & and these 2 Akuel's is looking to desert me first chance they get.
NM...this time... Thx pterk for the loc below. I read in the quest info "left up the stairs"...it's RIGHT up the stairs. The position of the flag/banner in the pic made me want to double check and then verify with loc.

Little bit of info on him.
Mage with 1318AC/level 70 he hit me for max 176 but mostly in the 60-80 range. He must have a fairly high armor class as my pet that usually hits for 110+ was only hitting him for 30-50 points a hit.
Level 70 earth pet has no problem rooting him even without malosinia type debuffs. Level 48 earth pet on the other hand couldn't land anything (not surprising though considering the level diference).
I didn't get to try any nukes due to an add interrupting me (Centurion Vericol needs to die before pulling Phenic) but I'll give it a shot again later. When I get around to killing him I'll post more info (like faction hits, loot, etc.). Being already kos to half the town it's no big loss to get more kos in here.
Edit to add:
He enrages at 10%. He took a total of 47610 to kill him. His resists didn't seem bad at all. Both fire and magic based nukes landed for full damage even before malosinia.
He pumped out 94DPS against my ritual summoning focused Child of Earth pet while my pet only managed to get 50DPS against him. This leads me to believe Phenic has some very very high armor class (ie, my pet usually does around 120 damage per second against most mobs).
Faction hits are as follows:
Concilium Universus got worse.
Seru got better.
Heart of Seru got better.
Loot was 19pp, 6gp, 8sp, 6cp. Nope, not even a rusty sword.

Does anyone know what faction you have to increase to be able to start the Vampyre Troubles quest with this guy? I've got a 65 troll agnostic warrior and he's currently dubious.
He has to be on faction with Concilium Universus, since that is what gets better when you turn in things to him.

He's located in the government building (with hedge around it) at pos 300, neg 15, upstairs and to the right.
Actual LOC is pos 215, neg 20.
