He is no longer at the spot on the map I show him to be, instead Killempri Razenell resides there. I also took my level 85 druid to the zone and with max tracking of 175/175, searched in vain for this NPC. He does not show up anywhere in the zone.

He should have been listed in Oggok. I've moved him home.
BB was down, so I went on test to fool around. Testbuffed (auto-levels your test server char to 25) an Ogre Beastlord and this guy was blue. Killed him, too. Definitely not level 30.
