After about 5 hours and 5K later I found this guy and got this done he is on the other end of the zone to thw right of the map on Aviak island..hope this helps..

IT IS EASY JUST GIVE THE 2 REBREATERS, THE KEG OF VOX TAIL ALE , AND THE BLOCK OF PERMAFROST. jUST A TIP MAKE SURE YOU HAVE SoE OR Nerco VERSION IT IS LONG SWIM(LOL GOT BETTER AT SWIMMING BY 7 LOL)
Can now kill him for the drop instead of turning items into him

couldnt find any rebreathers for sale so i tried this. he does indeed drop it and no faction hits for killing him, but he hits fast and has a fair amount of HP (est. 20-30Kish) so if your under 60 you may want a healer
I've read a few times that Epic quest NPC's, do not start on a bad faction with anyone.

ok i ran around this tiny island for 2 hours i found his boss a lil gnome dude. and i found a big fire and a lil fire. but no dwarf any ideas how to get him too spawn?

I just told with this guy and say him : "what about goblin relics ?". He answer me : "There are supposedly goblin ruins around here somewhere. Fendlemend thinks we will find paydirt underwater. We did find one thing."

His boss, the gnome on the other side of the island, *thinks* they'll find something at the goblin ruins.
Just ignore Fendlemend and concentrate on getting Denken off the island and he'll give you the blade
he talks about if you ask him what he found. =P
The only underwater location you needed was in Lake Rathetear for one of the hilts.

PS He hands out the first blade (think it's called a rune blade)when you give him 2 rebreathers, a block of permafrost and a keg of vok Tail Ale. The first blade is one of the four pieces warriors will need to combine in thier scabbard to get thier epic weapons, the blade of strategy, and blade of tactics. The scabbard is another piece of the epic that warriors need for thier epic weapon. I think it's like a four slot backpack. The scabbard will let warriors 'create' thier epic weapons, 'Blade of Strategy' and 'Blade of Tactics' wich are two nice 1hslashing weapons, and we can put these two blades back in and combine them into a very nice 2hslashing sword at anytime we want. Just explaining this for anyone who wants to know :)

I was there today helping a friend in that area and ran acrosss this guy. Talked with him, and looked him up for what the quest might be. He coned blue to me at level 54 Wiz. Maybe, he was having a bad day today, not feeling all his power.

You get the Keg of Vox Tail Ale from the Sandfishers in North Ro (160pp keg)
Then you get the two rebreathers (2-4k)
Kill Ice Giants in Permafrost to get Block of Permafrost.
Turn all of these items in and recieve ONE of the blades for the Jagged Blade of War (warrior EPIC)
................
DO NOT DO THIS QUEST IF YOU ARE NOT A WARRIOR!!
AND DO NOT KILL HIM HE DOESNT DROP ANYTHING!

Anyone know where I can get the Vox Tail Ale?
I Bought The Keg of Vox Tail Ale at the N-ro Sandfishers I (being a Troll) could not buy from then so i had my Bard friend buy it for me since hes got high CHA it would be cheaper it cost me like 120pp (shrug) for all i know the keg cost 10 pp and my friend just wanted money :P
