This dragon, and a few others in WW, are for the wizard's level 60 Giant Bane direct damage spell quest. Spell does 2k damage to Giants and, far as I know, is unresistable. The quest starts in Skyshrine, and you give each of the dragons (including this one) an item to prove you're doing the quest, then they give you a rune to combine, and kill 2 mobs, hand the stuff in and you get the Spell:Hsagra's Wrath.

Quest is a little annoying with all running around, but not too bad. The spell only affect "Uber Giants". This does not include AoW.
Velk, Tormax, and Vindi, are the only ones to my knowledge. Considering that the spell is only useful on 3 mobs, and costs you 2 peridots a cast, I'd recommend asking your guild how often you are likely to fight these guys, before working on the spell quest.

When hailed (and having warmly faction) he says "Why, hello there, Baric . I do not see many that pass through these chambers unless they are trusted. What brings you before me today?"

I tried to get him to talk further but no luck. I asked about runes, Yelinak, Temple of Veeshan...no avail. Sounds like you have to have a key phrase, perhaps gotten from the dragon guarding the ToV? Just a guess...

He is locatet at the top of SS near the entry of Yelinak's lair. Besides him are another giant bane quest mob and a huge golem thing. He looks like a ice wurm.

You have to get through the maze past the quests npc's at loc 1912, 2296, -36. In a big room with water channels in it.

I have ally faction in SS (claws of veeshan) and its maxed, just to give everyone a reference. I hailed the dragons 'guardind' ToV ent and they mentioned Runes of great power and Jualicn, and the one i managed to get to talk enough to a point where i could figure out the quest asked for a symbol from this bad boy to get the rune, so im assuming some qust is involved here. Would be nice to have his loc though
