We found him at pos 102, pos 262, pos 4.37 in the first room past the maze--it took forever to find, I think the guy helping me is still cursing the designers for moving this npc!

He is now at pos 100, pos 250 on the first floor of the tower.

after the maze, just keep going up the stairs, and after about 5 minutes of circlular running your there =)

Only need CoV faction to talk to this guy or need the Yelinak 2?

Allied CoV is all you need to do any of the armor quests in SS. Just don't wonder too close to Yelinak and you will be fine
