Can this guy be charmed? and can you do the turn in when he is charmed? Level 65 Enchanter and i've got better things to do than go work up this faction =-/...

his loc is N800 N400 in a hut closest to SS tower zone.
WHen I got to him he wasnt there som druid kited him his respawn is about 35min

Just wondering about the spawn time on this guy. Can't seem to keep the person currently camping the area to leave the guy alone long enough for a hand in.
