There are 3 Coldain Outcasts by the forge next to the Great Divide zone out from the well. One sells molds, one sells all types of coldain velium weapons, and the other is a jewel crafting merchant which sells gems. They are stationed in a safe spot with a forge and is only reachable by tracking through the well to the Great Divide zone out.
I searched the vendors and did not find anything special on them, so they have no apparent purpose to track through the wells just to get to them or the forge (which was just a general forge). Once you zone out, you fall a short distance from the cieling of a tizmak cave.

im guessing that this guy is located deep in the wells at the zone to GD, near a forge.
