The mask sounds quest looks really easy is it as easy as it says. So all you have to do is get 2 mammoth meats and a HQ couger skin. And you can kill the cougers in NRO right and the mammoths in Everfrost

Please just tell me that it is this easy

The cougars are located in IO. The skins are not too hard - easier than the MQ skins.
The meat is off either mams, Antonica or Velious. Also can buy it in some shops.

I just did the mask and the cloak quests
handed in 1 HQ cougar skin and 2 unstacked mammoth meat
handed in 1 MQ dire wolf pelt and 2 skinning stones
I'm a dark elf rogue 30 lvl and didn't speak to him, just handed the items over and got the quest music, the mask and the cloak droped into my bag.

Im not sure where he is, but I do know that hes always on my track when Im swimming past the tower on the way to the bridge into EW.
