Today for the first time one of these guys dropped Barbed Ringmail Leggings. Killed these several times but thats the first time ive gotten anything better than a BP gem off of em.

Two of these are by Velketor the Sorcerer's side in his throne room. They don't spawn anywhere else and are on the same spawn time as Velketor himself.
Don't think they're as high as 55th level though. I seem to recall they didn't hit for any higher than 120, 130..
