The enraged spectral librarian appears after the Spectral Librarian has been charmed as a part of the Enchanter Epic Quest.
His death triggers the appearance of between one and three "Freed Souls"

Not a bad monk 2hb. A little heavy, but what the hell, I've got a few weight stones to spare... just can't loot AT ALL when I have it equipped.

Anyone know the spawn time on this guy let alone the spec libraian?

The 3 souls which poped after we killed the Enraged Spectral Librarian each AOE'd for max damage of 552 which was not resisted by a 56 Mage on any of the 3, so don't assume that your level will make you immune. The text made it look like a fire based attack. A 46 Enchanter with 77 FR (I'll report his 135 MR in case I'm wrong about the attack being fire) got reasonably good partial resists (150 and 232 damage). They are very low green, though. They could not even land melee attacks on casters, so they will go down fast. Just don't let them get the AOE off.

Hehe this guys comes out after you charm spec libro for enc quest, when you kill him
Out pops a tiny Pissed off spec called "freed soul" he has a semi painfull AoE that he does multiple times they both drop the same crap as the spec libro, the quest items are gotten before these two come out
