I did not wait for her to hum her toon. I asked "Where can I find platinum speckled powder" and then gave her the locket

is it safe to assume she is then located next to a pool, pond/lake, or stream? or has she been moved?

Speaking with her about her tune is part of the druid/ranger epic quest. And I think you would have to battle Merdan Fleetfoot for her attention.

Why does this Lady never talk to me I hail her and she doesn't say anything

After fishing for several hours right next to her, she once whistled a little tune that "you couldn't quite recall." When asked "What tune?", she'll reply that it was a song that her mother taught her when she was young, about the earth, the sky, and the sparkling stars above.
