Found on the second balcony of one of the structures near Cabilis, this captain will grant you experience and a bit of coin for the return of four froglok tad tongues.

lol he stole my charcters name i had made b4 this expansion came out name Nedar Noodlehiemer ima go gank him now
He stands on the balcony to the side closer to the city where Warlord Hikyg stands. However, he despawns at 8pm gametime and Mystic Dovan spawns in his place at 10pm gametime. (I imagine that they exchange places at 8am/10am.)

Hehe, maybe the guy who was thinking up of the name for this npc was a star wars fan and was thinking of captain needa at the same time and decided to make the spelling different. You never know :)

This guy doesnt seem to pop anymore. Its either the mystic or nothing.

If you hail Captian Nedar he will not tell you what to do and how to do the quest. I have tryed to do this myself.
