I used an Ornate Velium Pendant while in Iksar illusion on Crusader Quarg to get to threatenly, but I was still scowling to other crusaders. I used it on a different crusader and got to threatenly, but then was scowling to Quarg. (I am indifferent to Troopers, etc. even without potions.. warmly with the illusion one.)
In other places on the site, there is information saying he is on the Shaman guild faction due to being a quest NPC for them. This seems correct.

I AGREE. Crusader Quarg is not solely on Crusader/Mystic faction.
As a Wood Elf Bard that follows The Tribunal, using Illusion: Iksar,
and handing Trooper Mozo well over 2500 bone chips in my life:
Trooper (WAR) faction is capped at warmly
Crusader (SHD) faction has improved to amiable,
Mystics (SHM) probably matches since Crusader Bodi is listed as both.
One faction that is hardest to improve, not included in Trooper Mozo's quest,
is the Brood of Kotiz (NEC) faction, which requires killing
throngs of footpads and banbits, etc. I suspect Quarg works with Necromancers.

I finally got to indifferent to all the factions given on the bone chip quest, as well as the new Veksar weapons quest.
I went to Cabilis and checked my faction with the Crusaders. INDIFFERENT! YAYYAA. BUT wait, there's more. I conned indifferent to the West and East Cabilis crusaders, but conned KOS to this guy. So, he is either a multi-faction mob, or on a different faction than every other crusader. Coincidently, I am still KOS to the Oracle near Kaesora. Maybe these two are lovers?

I trained some bandits to Cabilis and when I zoned back out to FoB, Quarg was in the zone in area. I started binding my wounds and I suddenly get message "Crusader Quarg begins to cast a spell", then "You feel much better". My eyes just popped out of my head, that has never happened that an NPC has healed me for no discernible reason.

I dont know what faction Crusader Quarg is but I do not think it is Scaled Mystics, I'm an iskar beastlord and my faction with everyone but Bodi and him is Amiable. Bodi and Quarg are still indifferent to me. This is after I did the Trooper Mozo bone chip quest about 32 times

Well, hello. I am Dub to Troopers, Scowl to Crusaders. But for warriors that are in the area and need to train, you can train with the Warlord something (cant remember name, but he is in FOB at the buildings near Cabilis zone) Soon, after maybe doing the quest, I'll be able to train! WooT! gotta raise faction with all of Cab though...Cab connects, Warsliks, Loio, swamp of no hope and some other stuff, makes hunting in Kunark allloooooottttt easier. Dark races no longer hafta go to Overthere to bind, and everyone else can ditch stupid FV!!! just love the Iksars, they'll love you back! :P

Be careful about this Crusader's pet; it is as strong as he is. (red) He will also buff himself with fire spells so be careful. I recommend not fighting him until level 58. Also, the troopers are very strong too so beware of them.

I have narrowed the possible factions of this guy to two:

Seeing as how he is involved in several shaman quests, I'm going to believe it's the latter of the two. After turning in around 1000 bone chips to Trooper Mozo, I was able to use Benevolence in conjuction with Iksar Illusion to get him to stop trying to whack on me.

Hes Scaled Mystics alright, After killing around 500 Goblins/sarnaks for legion fac hits my bard then dumped about 4500 bone chips into Mozo I have faction with Quarg down to glares threateningly so while still KoS I know he matches the Shammies in the Shammie guild hall, when he flipped from Scowls to Glares they did as well. Other Crusaders I am Amiable to and the troopers love me. Unfortunately the bone chip quest now only adjusts Legion faction and not any of the others.. so I am working on Scaled mystics and I think perhaps slightly behind the 8 ball.

I agree. He is definitely ScaledMystic faction. Compare his con to the Shaman GM's.
It's really nice for us ppl trying to raise Cabilis faction to have 3 different factions right at the FOB zone: Troopers, Crusaders, and Mystics.

Hehe I should have mentioned to compare his con to the Shaman GM's after dumping 100's of bone chips into Mozo and noticing Trooper and Crusader faction go up while Quarg/Shamen remain kos.

this guy doesnt help you if you are being attacked by marauders i went right past him with 2 on me and he did nothing same with the other crusader in field of bone

Be careful of this guy, as you are still KOS to him with Illusion: Iksar and Benevolence.
Indeed, with Illusion:Iksar and Collaboration, which gives more of a faction boost than Benevolence, he still scowls at me, ready to attack.
Now to give Trooper Moozo a metric ton of bone chips.
