Using the loc social is not always the easiest way for me to find someone. I did find Hiptal Fizzleboth so I will try to give alt directions. When you zone into Firiona Vie from POK. Head east all the way across FV. On the map you will see what looks like an bridge with an island on the East side of the map. Cross the walkway, go all the way to the back. You will see some ruins and he is inside along with several other NPC's. Hope this helps.
