Wrong info from the last poster. This PH is an obedient Servant (same as the other rare South of ZI by the bench), but this rare spawns in the middle garden of the zone. I found him at +82,-1081, -60. NW corner of the middle of the zone garden. I camped the S bench by the ZI for a long time and only saw the Andrevas spawn. I hope this helps.
