I have personally seen this NPC (Bellikos Lecturer) spawn at the following locations. The placeholder in both cases has been "a bellikos overseer". (In-game /loc coordinates, not map file coordinates.)
-1107, 56, -130 (north-east end of the autarchian caves, in the south-west part of the zone)
-677, -345, -133 (south-west end of the sporali caves, in the center-east part of the zone)
