For those that don't check the quest pages first, you don't actually get a title. If you check the quest page for Halloween: The Hunt for Tattooed Flesh you will see the writ only grants access to the merc.
In addition to the title, you can right-click "a frightening liaison" in PoK and purchase a scarecrow mercenary. Only tank versions of th merc are available (at least for now).
