Not sure what faction he's on. My Iksar just finished killing minotaurs to go from scowling to dubious with the steamfont Watchmen, but when I went to look in the windmills this guy came storming out at me. I feigned him off rather than risk whatever faction hit I'd take for killing him.

He's inside the third windmill alongside his mage pet. Only dropped a few gold.
