Ummmm what quest is she for, I see a lot of these npc's all over Norath. What quest are they for?
The quest (which I got from a Task Master in Kelethin) I did was "Will Work for Sting." I had to turn in four Giant Wasp wings at the end.
If she's one of the ones that says, I'm busy, I'm waiting for a deliver or package or something similar to that when you Hail her, then it generally starts in PoK originally, and may need to speak to other NPCs as well. These were introduced around OoW or DoDh (can't remember if it was right before I took a break, or right after I came back). I never have done any of them, but always planned on it, just never got around to it. The main reason, is you have to be level appropriate for the tasks, and most are for toons < 50th level, and the vast majority for < 30th.
There are at least 3 NPCs in PoK that give explore / low level armor quests, one for each alignment (good, evil, and neutral), but there may be more. I just know about those 3 from the NPC at the library entrance you hail for an update of one of the last Tutorial tasks, and she mentions them, and I have hailed them and looked at the quests, but never completed any, just looked then deleted them.
Sorry I don't know more about them, but maybe what little I do know will point in the right direction.
