I just did the Justice of the Tribunal – Tribunal's Favor quest, and used the Cleric Shroud method (Which works perfectly), and Bronnks conned Blue to a lvl 5 Cleric Shroud as of yesterday... I don't think he's lvl 40, more like lvl 4. He also did not enrage, and ran @ 15%.

his level changes by who hails him. 3 of us were running around doing the deity quest and had 3 people hail him i went first lvl 84 dark blue con, then 85 druid con went to white and then 87 necro con went to yellow.
