as of 9/10/2008 the npc has disappeared ... so either a bug from last patch or quest over.

Locate and end the disturbance in Qeynos Hills (6 or 7 light blue mobs pop by blackburrow entrance) Just kill one to get update
Locate and end the disturbance in Commonlands ( 6 or 7 dark blue mobs, just kill one for update)
Locate and end the disturbance in the Rathe Mountains (green mobs right when you zone in from the Gukta stone)
