I killed A Vekerchiki Warrior and got the Fabled Fragment of Earth. He was located straight south of the zone-in at -1050 x -1015.
Most toons were gray to this level 90 shaman. This mob was light blue so I decided to kill it and was surprised that I got the drop I wanted.

Just killed Fabled Vekerchiki Warrior. Had 80 ranger and 2 80 clerics. Easily one groupable.
Max hit on me was 2300 and quaded me for around 4k. I am max defensive with about 16k hitpoints and 3k AC.
Enrages but doesn't rampage. Snareable but not slowable. Not sure if you can root him.
He dropped a Fabled Living Fragment of Earth. I am guessing it is for Fabled Gate Talisman quest.
