As best I can gather, this mob is completely useless. I asked about him on Sony's Everquest forums where the developers. I didn't get a developer to respond unfortunately, but I did get some useful replies. Note the item numbers on Lucy. These aren't Lucy's, they're Everquest's actual in-game numbering. All the Tier 1 zone drops are in a row, tier 2 in a row, ect. There are no missing numbers in the tier 2 item set. This combined with the fact that this supposed aug is still unlisted on both Lucy and 13th Floor, means it's very unlikely he truly drops it. Or anything for that matter. As someone suggested on the aforementioned forums, it's most likely that he was for a quest that was axed at some point.
Do note though that he can spawn from any Aviak (or at least I've seen him spawn from a different one every time) and he sees invis. So be careful of him if you're relying on invis.

He is a white con to a lev 80 (maybe spawns at random levels since alla says 79).
Is snareable and rootable. Spawned at +1103.05 +1681.99
